This idea is one of the best ive heard on steemit...its time to decentralize the offline, awareness like this will really let some to know what they missing...option 2 is a go go...it wont only bring impressionon the people of the state but also to foreigners and passersby...the publication will be huge...I really wish my upvote could create an impact to this project.
