I would not pounder the amount of stake as a decision factor to vote. Any amount should be valid. And like any voting system, its not about the power, its about the principle and what it means for everyone as a community.

I normally look at hbd %, and developers that I know do something useful that I use, or witnesses that flow through some income to me.

HBD% only matters on the top 20 (where its effective), otherwise its just a signal in case that witness goes to top 20.
