Arbitrage only exists because there don't exist means to exploit them. In addition to the citizenship restrictions, the spread in BTCINR exchanges is as high as ~ $100 / BTC (!!). Considering the current volatility in USDINR (and additional spread), this is not exactly a nice investment IMO.
