Digital painting is more like painting in my opinion than processed photos. It is a similar kind of work and skill that is put into it. You only get so many submissions, so too many categories could become cumbersome. Maybe you could just vary the rules each week to stay inclusive; like one week all digital, another no digital; another both; another no processed photos ect.
