While the official Census Bureau's poverty measure shows 9 percent of the elderly nationally living in poverty, the share rises to about one in seven seniors (15 percent) under the Supplemental Poverty Bureau of the Legal Bureau, which takes into account out-of-pocket health costs and geographical differences in living costs .
