What the government feared on the planet Vocabi finally happened. The recent floods drowned dozens of towers that had just been built a few months ago. This tower is designed to anticipate attacks from other planets. But, the fundamental weakness of this tower is that it cannot operate when it is flooded. So this will weaken military power in anticipation of attacks from other planets.

This flood has actually been predicted from a long time ago, because the Geophysics Agency has warned the government at that time it will be possible the sea water will rise to the mainland. But because of the strong influence of developers who will build this tower and the insistence of a handful of officials who have received bribes from developers, the government finally took this unpopular policy.
