Where was the post informing that the new app was introduced to inform in advance?

It looked like another account that was copying and pasting someone else's content,
I will whitelist accounts posting using that app when I spot them.

What is the security to prevent an easy way for spammers to exploit it and use it to archive any content from the web to mass-spam these posts to phish for upvotes?
