Psycho Pass is a worse version of From the New World. Neither are particularly good, but Psycho Pass constantly stumbles over itself and can't create a consistent world or consistent themes. It's a very well presented mess of pseudo-intellectual concepts and pretentious, self-masturbatory characters with very little depth outside of sci-fi references and book quotes.

I don't see the relation between Shin Sekai Yori and Psycho Pass. The first one being about espers and the latter being about a technology caused dystopia.
They both work on the same premise of a broken society with a controlled populace. They approach it in a similar way to begin with, but From the New World takes it several steps further with Squealer.
