California's addiction to money from citations shows that states are fueled by greed as much as maligned businesses. The high delinquency rate on these citations also indicates that citations are a regressive tax.

BTW, I've noticed that police like to put speed traps near high schools at 3:00PM. This takes money from a group of people, students, who have very little money.
