Even the forest and Islands are claimed by some tribes and animal kingdom, nothing is absolute here. Every claim or ownership is just the relative which keeps on changing throughout its life span.

There are property norms which are objectively more conducive to peaceful existence, however, and the state rejects these natural law (based on nature-conferred, individual self-ownership) norms.
And, just as an aside, "nothing is absolute" is an absolute truth claim, itself ;)
