Absolute power corrupts absolutely. I think we can even scale that down and say some power corrupts somewhat. There will always be crooked people that manage to find themselves in government.
Governance will always be around us no matter what but, we just don't need a crooked government!
I hope that one day the only incarnation of the state, governance as you call it, is self-governance. Moral men need no masters.
