What's Alfie's decision?

Lets talk about Alfie for a second, he was a little person, a 24 months old person, guilty of nothing at all in life.
He unfortunately, had an unknown degenerative brain disease, one that killed him 3 days ago.

So, we know that the doctors in UK believed he was a dead man walking, a poor soul, one without any hopes of surviving that horrifying disease, even after they try it all and more. Till there seems alright huh?

But there were a few doctor in Rome (italy) who believed in recovery, in prolonging life (bad as it were, having in consideration that Alfie suffered from severe epilepsy, deaf and blindness)

Rome’s doctors give Alfie’s parents hope, or at least a few days (maybe months) with their son, there is nothing wrong with that from my perspective.

Kate James and Tom Evans, Alfie’s parents fought untill the end, against UK establishment. Against a few guys who believed being 100% right about a desease they didn't even know.
Unfortunately, they lost the battle and Alfie end it up dying, just because UK government decided that there were nothing else to do to help the little guy live a few more days/weeks/months...

The thing that makes me even angrier is that the UK government didn't even listen to Alfie's parents, who had a solution, a way to prolong the life of the little guy. UK's courts made their own decisions about Alfie's life, disregarding any other opinion that wasn't in their agenda

That brings me to the question:
Who is responsible for Alfie?
Who makes the choices and takes decisions when it comes to that point; Alfie's parent or the state?
For me it wasn't fair for the little pal, neither for the parents. It should be them the ones that made the choice.
What's more important, the parents or the state covering their own agenda?
