I think this is a perfectly reasonable fix, especially since it was already in play. Along with this, to limit upvoting abuse from whale accounts, I think there should be a max upvote limit, perhaps somewhere in the $100 range per user for posts and $10 for comments.

I do not see where that would be out of line, but some posts are used to reward certain projects and supply funds for them. In those cases I'd rather see them get a $3000 payout on a post than see them have to make 30 posts at $100 each to receive $3000, if you know what I mean.
What I meant was an individual account can’t give an upvote worth more than $100. Posts would be able to receive unlimited total payouts, but single accounts would be limited to a $100, or Steem equivalent, via voting strength limits.
