  IF you buy your NEO on binance exchange it generates GAS whilst still on the exchange as opposed to Bittrex where you have to move it to a wallet prior to generating GAS.

  best place to buy NEO is on binance exchange as you can generate GAS on the exchange before you move it to the wallet, if you buy it on BITTREX you will not generate GAS until moving it to your wallet
