coinbase has listed xrp for institutional custody months ago. There is no security issue, thats FUD( US FUD since xrp is considered a currency in other countries). refer to paragraph 12.

This is wrong, anyone can become a validator, and anyone can publish and use their own UNL. This has been the case since 2012.
