How do you avoid that a bot drops to Diamond 1 when the energy is used up, recharges to 50 for Diamond prices, climbs back to Champion and then rinse and repeat?

Why has the table for the reduction of Rshares only 6 cards and not 7 including the summoner? Would be silly if you can use the summoner starter cards without a penalty.
