No, it's an off-chain solution. Doesn't change "Bitcoin" in any way. It works through segwit, which already exists.

Bittrex support escalated it and will credit me somehow... Takes up to a month, so I suspect it's a bad manual process. I'm scared of ERC20 tokens now. Not liking that at all.
