  There were some spams before the recent 0.12 hardfork. After the hardfork, the performance feature kicks in. And you get the much lower memory usage.

  Wait for it to be fully synced and restart steemd.exe. It should take about 500+ MB RAM when fully synced.

  Are you syncing? Once synced, restart steemd.exe. steemd.exe should be taking up about 500+ MB RAM.

  Your config.ini has some invalid characters. Delete it and restart steemd.exe. It will create a new one for you.
