I totally read this wrong, the level limits are lower for rewards than they are for lvl requirements per league. I LOVE THIS!

I think points 1 and 2 are perfect but point 3 should be taken out. Those that missed the cutoff for whatever reason should not be allowed to inflate the print of promo cards.…
